1/ Belgium and Luxembourg are considered as two separate countries for the purposes of the Agreement. However, Belgium acts on behalf of Luxembourg in all matters concerning the Agreement, under the terms of Article 31 of the Convention establishing a Belgo-Luxembourg Economic Union.2/ EC Member states which have not yet completed the administrative procedures for accession to the 2001 Agreement.
